During discussions in Miami, Ukrainian negotiators met with U.S. officials, including Secretary of State Marco Rubio and Special Envoy Steve Witkoff. Rubio articulated that the objective extends beyond merely ending the conflict; it also involves securing Ukraine's future prosperity. This follows a White House proposal that faced criticism for including terms previously rejected by Ukrainian President Volodymyr Zelenskyy. The proposal has since been revised, with indications of progress from both sides.
Turner, who serves on the House Armed Services Committee, reiterated concerns about the plan's alignment with U.S. interests, stating that it is incompatible to be "America first" while also being pro-Russia, given Russia's self-identification as an adversary. He pointed out Russia's advancements in nuclear weaponry and its ongoing cyberattacks against the U.S. as evidence of its antagonistic stance.
He expressed particular concern over a reported call in which Witkoff appeared to coach a Kremlin aide on negotiations with President Trump, suggesting that this could undermine Zelenskyy's position. Turner emphasized the need for Zelenskyy's voice to be prioritized in discussions, especially in light of the humanitarian crisis in Ukraine, where civilians are suffering due to ongoing violence.
Rubio later described the meeting as productive, reiterating the commitment to help ensure Ukraine's long-term safety. He acknowledged the complexity of the situation, noting that further negotiations would continue, including Witkoff's upcoming trip to Moscow.
